Each Provincial government based on their socio-economic targets come up with new ways to attract the right kind of talent into their province. Almost all provinces in Canada with the exception of Quebec (having their own investor program) have immigration streams aimed at encouraging individuals to invest in their province and setup businesses. Express Entry profiles of individuals under this category work in conjunction with the Provincial Nominee Programs of the different provinces.
An eligible applicant who gets qualified under the nominee program of any province receives a nomination from the province and can then use the Provincial Nomination to boost ones CRS score. The ultimate decision regarding approval or rejection of a PR application still gets taken at a provincial level.
