One of the first steps recommended to be followed, especially on applications that are not time-sensitive, is the process of acquiring GCMS (Global Case Management System) notes. This is an important step because before applying for the GCMS notes, the applicant’s understanding of his/her refusal is based solely upon the refusal letter. While the refusal letter does explain the reason for the refusal, it often states a generic reason which may be common for refusal letters received by a lot of different individuals.
When we access the GCMS notes for the refused application, we actually access an analysis of the Visa officer’s thought process while reviewing the application. These are notes entered by the Visa officer at the time of checking documents and reviewing eligibility. GCMS notes give us a better explanation of the refusal reason and also help us to be better prepared for any future appeals or reconsideration etc.

When a Study permit applicant receives this ground for his/her application refusal, he/she is basically being told that The Visa officer is not convinced that the applicant will leave Canada at the end of his/her studies. Now, while the applicant is being told that the Visa officer is not convinced about him/her leaving Canada, the applicant still does not know why the Visa officer feels this way. The reasoning could be the lack of good financial standing, the applicant’s prior travel history, past criminal record, or something completely unknown.
In such a situation GCMS notes can come really handy in finding out, close to accurate, reasoning for the application refusal. The information found on the GCMS notes can then be used to strategize the applicant’s next steps. Whether one chooses to appeal the decision, apply for reconsideration, or submit a completely redone fresh application, having access to the GCMS notes can help improve the chances of success.
Note: Other than refusals, GCMS notes can also be useful in other scenarios such as for applications that are awaiting a decision but are delayed/stuck in processing bottlenecks.
